Get help paying your rent, utilities–including water, gas and electricity–and mortgage at AZCEND. Financial assistance is available through the Community Action Program (CAP), formerly Neighborhood Assistance Services (NAS).

AZCEND’s Community Action Program offers critical assistance for rent and utility payments to households experiencing financial hardship.
Housing Stability Rental and Utility Assistance 3
The Maricopa County Housing Stability Rental and Utility Assistance 3 (HSRUA3) program was established to assist households that are currently renting and who are at risk of homelessness, housing instability, or facing a financial hardship. Eligible households can receive up to one (1) month of a payment which includes past due rent and associated late fees.
Prioritization
The funds are intended for those most economically vulnerable. According to federal guidelines, applications for assistance will be prioritized using the following criteria: Households living at or below 200% of Federal Poverty Level (FPL)
Please note:
Applicants or households that have received previous Emergency Rental Assistance (ERA) payments are not eligible. Applicants or households that have only received ERA utility payments are eligible for the HSRUA3 program.
Eligibility
To help establish eligibility, please collect the following documentation, which will be asked for by a caseworker once your application is assigned. You will need to submit these documents to receive assistance.
Required Tenant Documents
- Photo identification of applicant
- Current lease agreement
- Proof of residence
- Documentation of total household income received for 30 days
- Documentation demonstrating a financial hardship, such as:
- Terminated employment
- Lay-off or furloughed employee
- Reduced work hours
- Business closure
- Medical bills
- Car repairs
- Natural/manmade disaster, OR
- Documentation demonstrating a risk of homelessness or housing instability
Required Landlord Documents
The landlord must register as a Maricopa County vendor and provide their Vendor Code in the Landlord Verification Form OR complete a W-9 form.
Please note
Additional documentation may be requested by the Human Services Department or your local CAP office as you may qualify for other services.
